About the Programme
This five-day training programme strengthens regulatory, policy, and strategic understanding of satellite communications and Non-Terrestrial Networks (NTN) among stakeholders from Asia-Pacific economies. Participants will explore multi-orbit satellite systems, network integration, spectrum management, emerging applications, and governance frameworks that support future connectivity and network resilience. Through expert-led sessions, panel discussions, and learning visits, the programme provides practical insights to support informed policy, regulatory, and implementation decisions.

Programme Objectives
  • Strengthen strategic understanding of satellite communications and non-terrestrial networks (NTN) as key enablers of inclusive, resilient and future-ready connectivity.
  • Enhance regulatory and policy capabilities in satellite licensing, spectrum management and cross-border coordination in a multi-orbit environment.
  • Examine emerging technologies and integration models, including 5G NTN, direct-to-device (D2D) communications and satellite-enabled IoT, and their implications for national frameworks.
  • Promote effective governance and sustainable practices in satellite deployment, including space policy, environmental considerations and long-term spectrum use.
