ONSA is a new law designed to enhance user online safety in the digital environment by strengthening licensed service providers’ accountability and regulatory oversight in Malaysia.
ONSA came into force on 1 January 2026, and enforcement is carried out by MCMC.
Online Services become central to daily life, risks such as scams, abuse and harmful content have increased. ONSA was enacted to promote and enhance online safety by regulating harmful content and impose duties and obligations for licensed service providers under Communication and Multimedia Act 1998 (CMA 1998) such as Internet messaging and social media service providers, licensed content applications service providers and licensed network service providers, in line with Malaysian laws and regulatory expectations.
ONSA establishes a regulatory framework to ensure that the licensed service providers providing services in Malaysia:
- Bear clearer responsibility for user safety.
- Prioritise the protection of vulnerable group, especially children and families.
