Online Safety Committee









Overview


The Online Safety Committee (“Committee”) was established under the Online Safety Act 2025 (“ONSA”) to support Malaysia’s national efforts to enhance online safety.

The Committee provides expert advice and recommendations to the Malaysian Communications and Multimedia Commission (“MCMC”) on matters relating to harmful content and measures to safeguard users in the digital environment.

The establishment of the Committee falls under the jurisdiction of the Minister responsible for law.

The Committee brings together representatives from government agencies, industry, civil society, and subject-matter experts to ensure that Malaysia’s online safety policies reflect a balanced, multi-stakeholder perspective.



Under Section 10(1) of ONSA, the Committee advises and provides recommendations to MCMC on matters relating to online safety, including:

  • the determination of types of harmful content;

  • the determination of priority harmful content;

  • methods to analyse and measures to mitigate, the risk of users being exposed to harmful content;

  • research approach pertaining to harmful content; and

  • best practices to encourage accountability of the licensed service providers, including Applications Service Providers (“ASP”), Content Applications Service Providers (“CASP”), and Network Service Providers (“NSP”).

Through these functions, the Committee supports the development of effective and proportionate online safety policies in Malaysia.


In accordance with Section 5(2) of ONSA, the Committee consists of representatives from relevant ministries, enforcement agencies, industry, and community stakeholders. Members include:
a Chairman and Deputy Chairman;

  • one representative from the Ministry charged with the responsibility for communications;

  • one representative from the Ministry charged with the responsibility for home affairs;

  • one representative from the Ministry charged with the responsibility for digital related matters;

  • one representative from the Ministry charged with the responsibility for education;

  • one representative from the Ministry charged with the responsibility for women, family and community development;

  • one representative from the Royal Malaysia Police;

  • one representative from the National Security Council;

  • the Chief Children Commissioner or his representative from amongst the Children Commissioners;

  • one representative each from amongst the licensed applications service providers, licensed content applications service providers and licensed network service providers;

  • one representative from amongst persons with disabilities; and

  • not more than five persons with appropriate experience, knowledge or expertise in matters relating to online safety.

This multi-stakeholder structure ensures that online safety policy development benefits from a wide range of perspectives and expertise


The Pro Tem Committee held its first meeting on 25 November 2025, chaired by YB Dato’ Sri Azalina Othman, Minister in the Prime Minister's Department (Law and Institutional Reform).

Committee members are appointed for a three-year term, from 1 January 2026 until 31 December 2028. The Committee convened its first official meeting on 23 February 2026.

The Committee plays an important role in strengthening Malaysia’s online safety governance by providing expert advice on emerging risks, regulatory approaches, and best practices to protect users, particularly children and vulnerable groups, in the online environment.

Its work complements the implementation of the ONSA and supports the broader objective of promoting a safer, responsible, and accountable digital ecosystem in Malaysia.
