    Session 3: Tackling Online Harms - Significance of Effective Policy, Regulatory and Technological Solutions for a Safer Online Space

    This session will address the complex landscape of online governance and the need to develop effective policy, regulatory, and technological solutions to ensure a safer online environment. As online governance frameworks vary greatly in different countries around the world, we are faced with a patchwork of regulations aimed at preventing illegal and harmful online content and behaviour. This diversity presents a unique challenge: the inherently global nature of the Internet versus the challenges of its laws. As ASEAN strives to improve its digital environment, this session will focus on regional strategies to curb online harms such as cyberbullying, mis-/disinformation, hate speech, child sexual exploitation and abuse (CSEA), and election manipulation that knows no borders.

    The session will underscore the need for cross-functional collaboration, cooperation, and partnerships between platforms, governments, civil society organisations, and international bodies to develop holistic solutions to tackle online harassment on a global scale.

    Mr. Jon Higham is the Director of Policy Development in the Online Safety Group at Ofcom, the UK's communications regulator. He oversaw the development and delivery of Ofcom's recent consultation on protecting people from illegal harms online. Jon has worked in online safety since 2020 and has played a central role in the development of Ofcom's approach to online regulation. Prior to working on online issues, Jon spent 12 years in regulatory policy roles at Ofcom, focusing on a range of sectors.

    Ms. Ella Serry is the International Engagement Manager at the eSafety Commissioner, Australia's online safety regulator.

    Ella is passionate about the power of education to make a difference, gender equality, human rights, and social justice. In her current role, she leads a team focused on advancing eSafety's international strategic priorities with other regulators, governments, multilateral organisations, international NGOs, academics, and capacity-building projects on online safety in the Indo-Pacific region.

    Ella holds a Master of Social Science - Policy (RMIT) and a Bachelor of Arts (University of Melbourne). She joined eSafety in early 2019 as a Senior Education Advisor. Prior to joining eSafety, Ella developed and implemented a range of child safety and student wellbeing initiatives in the government and non-government sectors.

    With over 30 years of experience as a legal practitioner, he is a Barrister and Solicitor of the High Court of Malaya and the Supreme Court of Victoria, Australia. Mr. Derek John Fernandez was a member of the MBPJ Council for 13 years and is currently a member of the MBPJ Finance Committee. He is also a member of the Board of Trustees of the Malaysian Nature Society, a Director and member of the Audit Committee of CyberSecurity Malaysia (CSM) and a member of the National Water Services Commission (SPAN). He is also the Chairman of the Joint Action Committee for Bukit Gasing (JACBG).

    Derek has received various awards for his direct involvement in the formulation of the Selangor State Planning Policy 2, the Petaling District Structure Planning Policy and the Petaling Jaya Local Planning Policy. His expertise is recognised in the areas of civil law, local government law, land law and planning and development law for government officials, professional bodies, residents and the public. He has been appointed as Chairman of MCMC Online Harms & Information Security, Chairman of MCMC Legislation Committee, recognised expert on cybersecurity in media and multimedia law and is the author of publications such as "Cybersecurity: The Need for a Change in Approach" and "Legal Framework & Powers of MCMC under Existing Laws to implement cybersecurity to tackle online harms"

    Commissioner Police Dato' Mohd Shuhaily Bin Mohd Zain is an esteemed law enforcement leader with a rich and diverse career spanning over two decades. He is currently the Director of the Criminal Investigation Department and holds the prestigious post of Commissioner of Police. In recent years, he has been the Commissioner of Police of Kuala Lumpur (2023) and Penang (2021-2023), among others, demonstrating his skill in leading law enforcement operations in major urban centres. From 2020 to 2021, he served as Deputy Director E1 of the Special Branch in Bukit Aman, where he demonstrated his expertise in intelligence and counter-terrorism operations.

    Ms. Sodany Tan
    Director of ICT Policy Department
    Ministry of Post and Telecommunications, Cambodia

    Ms. Sodany Tan, who is currently the Director of ICT Policy at the Ministry of Post and Telecommunications of Cambodia, is known for her focus on digital inclusion, online safety and digital literacy. Sodany played a key role in establishing the Capacity Building Research and Development (CBRD) Fund for the MPTC. She has initiated a number of programmes, including the Cambodian Women In-Tech Awards, the Digital Literacy Framework and the Child Online Protection Programme.

    Ms. Saskia Blume

    UNICEF Malaysia

    Ms. Saskia Blume has been the Head of UNICEF Malaysia's Chief of Child Protection since June 2022. She leads UNICEF's child protection programmes that focus on ending violence against children for all children in Malaysia, regardless of their status or background. Prior to moving to Malaysia, she was based at UNICEF Headquarters in New York and led UNICEF's global programming for migrant and displaced children in the 190 countries and territories where UNICEF operates.

    Prior to that, Saskia spent six years in Southeast Asia working with UNICEF in Myanmar and with the International Organisation for Migration (IOM) in Vietnam on child protection. She has also worked for the International Labour Organisation (ILO) in the areas of human trafficking, forced labour and child labour, as well as for Oxford Lawyers without Borders and the Oxford Monitor of Forced Migration. Originally from Germany, she holds a BA degree from Sciences Po Paris, France, and an MA degree from Oxford University, UK.

    Datuk Idham Nawawi was previously the Chief Executive Officer (CEO) and Executive Director of Celcom with over 30 years of experience in the telecommunications and IT industry. Prior to joining Celcom, he was Group Chief Corporate Officer of Axiata and held various senior management positions in companies such as Maxis and Packet One Networks in Malaysia and PT Natrindo Telepon Seluler (AXIS) in Indonesia.

    Datuk Idham holds a Master of Communications Management from the University of Strathclyde, Glasgow, Scotland and is a Chevening Scholar. He also holds a Bachelor of Science in Mechanical Engineering from the University of Rochester, New York, USA.

    Mr. Hafizin Che Mohamed Tajudin specialises in public policy advocacy, strategic communications and the regulation of digital services. He is currently Chief Strategic Policy Officer at MCMC.

    Previously, Hafizin was Director of Public Affairs and Expressway Business at Touch 'n Go Group and Head of Public Policy at Bytedance (TikTok) in Malaysia. Prior to joining Bytedance, Hafizin worked as a Senior Consultant at Asia Group Advisors (AGA), a strategy consulting and public affairs firm operating across Southeast Asia.

    His professional experience also includes roles at the Securities Commission Malaysia and as an advisor to a Minister of Finance. Mr Hafizin holds an LLB degree from the University of Birmingham.

Since 2010, she has been working as an Official at the Authority of Broadcasting and Electronic Information in Vietnam, contributing to the regulation and development of media and electronic communication in the country.

    Mr. Muhamad Hanif bin Asa'ari was a lawyer by profession before joining the Malaysia Administrative and Diplomatic Service in 2003. For over 20 years in the civil service, he held various posts in the Ministry of Home Affairs, Immigration Department, and Khazanah Nasional Berhad. Since January 2020, he has been the Director of the Distribute Trade and Service Industry Secretariat at the Ministry of Domestic Trade and Cost of Living.

    Muhamad Hanif holds an LL.B. Hons from the International Islamic University of Malaysia (IIUM) and an MSc in Migration, Mobility, and Development from the School of Oriental and African Studies (SOAS) in the UK.

    Ms. Stella Jeevamani Navaratnam is the Head of Universal Service Provision Division at MCMC. Her current role is to oversee the planning and allocation of contributions from the Universal Service Provision Fund to underserved areas and underserved groups to optimise the use of the fund to bridge the digital divide in Malaysia. She has been with the Commission for more than 20 years and has worked in various departments, both at operational and policy levels.

Besides holding the position as Chief Executive of NACSA, he is also the Registrar in Board of Engineers Malaysia, an ASEAN Certified Professional Engineer, a Certified Knowledge Manager at KM Institute USA and an Adjunct Professor at Universiti Teknologi MARA.

    Previously he was an Expert of Operating Unit on Policy-Driven Electronic Governance at United Nations University, Portugal before he became the Director of Engineering (ICT) in Competency, Innovation and Performance Division at Public Works Department.

    For the past 26 years, Dr. Megat has been actively developing and implementing policy and strategic plans for Industrial Revolution 4.0 (IR4.0) agenda as well as building human capital capacity in innovation and knowledge management. Dr. Megat has a Doctor of Business Administration from Universiti Teknologi MARA, Master of Science in Communications Technology from Ulm University, Germany and Bachelor of Science in Electrical and Computer Engineering (Minor in Economics) from Johns Hopkins University, USA.

    Dr. Dzaharudin bin Mansor

    Dr. Dzaharudin bin Mansor received an Honors Degree in Computer Systems Engineering from Monash University, Australia in 1985, and concluded his PhD in Computer Science in 1988. He has professional certifications in Cyber Security, AI, Big Data, Data Science, Cloud and Computer Architecture.

    He joined AWS as Country Head of Security Assurance in 2022, and has prior to that, was the National Technology Officer at Microsoft for nearly 17 years. He has over 37 years of professional experience in technology in various roles in Malaysia, Australia, Singapore and ASEAN region.

    He has been a key contributor to various other national technology roadmaps, standards, and frameworks in the areas of Cyber Security, Economic Transformation, Artificial Intelligence (AI), IoT, Green Technology, Technology Foresight, Interoperability, Education and others. He is an Adjunct Professor at International Islamic University Malaysia (IIUM) and an Advisor to PIKOM. Dr. Dzaharudin aspires to contribute towards the nation's Digital Transformation aspirations.

    Mr. Alex Ooi has more than 20 years of ICT experience, bringing with him a wealth of on-the-ground and practical experience in both cyber security and IT network infrastructure space for enterprises and public sector in both service provider and end user role.

    His cyber experience encompasses board and senior level engagements, development and implementation of cyber security programs, cyber security governance and compliance, enterprise level cyber security architecture design, solution delivery, building and managing cyber security operation centres to name a few.

    His most recent role was as Business Information Security Officer at Singtel Group Networks where he was accountable for the cyber security posture of Singtel and Optus Networks from a cyber governance, assurance and compliance perspective including regulatory compliance.

    Connie was named top 100 women in Cybersecurity by US Cyber Defense Magazine. She is an International speaker, presenter, CTF judge and mentor in cybersecurity. She has been featured in numerous publications and books. Connie is a champion for women in cybersecurity and advocates for more women in the profession, establishing scholarships, and mentoring aspiring professionals to pursue cybersecurity as a rewarding career option.

    Dato' Mohd Ali Hanafiah bin Mohd Yunus has been in the industry since 35 years ago beginning his career as a Research Fellow in the fields of Radio Frequency (RF) and Microwave. He then joined one of the service providers involved in the mobile and fixed network development and operations. He joined MCMC in May 2000 and started with Standards Development. From there onwards, he has been involved in broadband initiatives such as the HSBB and JENDELA, the national broadband blueprint.
