From Policy to Practice: Challenges in Implementing Online Safety Act
This session will explore the UK's approach to enhancing online safety, particularly through the Online Safety Act, which comes into force in October 2023. With a focus on protecting users in the online space, this session will dissect the strategic measures the UK has taken and is implementing to enforce this landmark legislation to create a safer, more inclusive online space.

Mr. Jon Higham, Online Safety Policy Director, Ofcom, United KingdomSession 2: Keynote Address
Safeguarding the Online Space: The Australian Experience
As the digital landscape continues to evolve rapidly, striking the right balance between online safety and user privacy has become a paramount challenge for governments and regulatory bodies worldwide. Australia's recent Online Safety Act 2021 serves as a pioneering example of a comprehensive legislative framework aimed at safeguarding its citizens in the online realm.
The session would share insights on how the Act consolidates existing online safety laws, introducing updated measures to protect individuals from online threats, including cyberbullying, harassment, and exposure to harmful content. Online platforms are held accountable under the Act, with obligations to proactively address harmful content and cooperate with law enforcement. Through regulatory oversight, authorities ensure compliance with online safety standards, reflecting the government's commitment to fostering a safer digital environment while upholding principles of freedom of expression.
Speaker:
Ms. Ella Serry, International Engagement Manager, eSafety Commissioner, AustraliaSession 3: Tackling Online Harms - Significance of Effective Policy, Regulatory and Technological Solutions for a Safer Online Space
This session will address the complex landscape of online governance and the need to develop effective policy, regulatory, and technological solutions to ensure a safer online environment. As online governance frameworks vary greatly in different countries around the world, we are faced with a patchwork of regulations aimed at preventing illegal and harmful online content and behaviour. This diversity presents a unique challenge: the inherently global nature of the Internet versus the challenges of its laws. As ASEAN strives to improve its digital environment, this session will focus on regional strategies to curb online harms such as cyberbullying, mis-/disinformation, hate speech, child sexual exploitation and abuse (CSEA), and election manipulation that knows no borders.
The session will underscore the need for cross-functional collaboration, cooperation, and partnerships between platforms, governments, civil society organisations, and international bodies to develop holistic solutions to tackle online harassment on a global scale.
