What is TED?
 
The Trial, Experiment and Demonstration (TED) Application is an initiative introduced by the Malaysian Communications and Multimedia Commission (MCMC) to encourage limitless technology innovations and establish more efficient, effective, and better services or products for the nation.
 
In order to promote and facilitate the innovation process, MCMC provides regulatory flexibility, such as the usage of non-standard apparatus, equipment, or devices, and temporary usage of spectrum. Approval for TED Application is granted on a case-by-case basis.
 
Scope
 
The approval for TED is required only if the activities fall within the regulatory purview of MCMC, under the Communications and Multimedia Act 1998 and its subsidiary legislations. The approval may include the usage of spectrum, non-standard communications apparatus, equipment, or devices, as well as the authorization to perform the activities.
 
 
As a guidance, the following types of Activities may not fall within the scope of the TED Application Guidelines:
 
  1. Use of certified apparatus, equipment or device where there would be no concerns on interference, safety, security and interoperability;
  2. Does not involve the use of spectrum where there could be concerns on interference, safety, security and interoperability issues;
  3. Where there is no regulatory flexibility or assistance required (e.g. by a valid license / assignment holder, where the Activities is within the scope of the rights conferred by the license / assignment);
  4. Involving only pure commercial matters (i.e. non-technical) within applicant’s own Business risk assessment and consideration; and
  5. Does not involve the provision of service to end user where there could be concerns on customers’ protection and network / data security.
 
An approval by MCMC acts as an authorization, subject to other relevant laws and jurisdictions of other authorities.
 
Who Can Apply?
 
Any person or entity, whether local or foreign, who has a reasonable purpose to conduct the activities in Malaysia can apply for TED. This includes licensees, potential licensees, consultants, commercial / academic researchers, developers, and fabricators / manufacturers.

TED Application
 
For the TED application, the applicant is required to submit the application via Techinal Standards System (TSS).

Before submitting the online application, please:
  1. Ensure the application is NOT within the Activities outlined in the “Scope” section above;
  2. Read through the User Manual for TSS; and
  3. Prepare and upload all required and relevant supporting documents in the online application.
